Civil Nuclear Liability Bill V: Thoughts on the Report of the Parliamentary Standing Committee

Changes to the Civil Nuclear Liability Bill recommended by the Parliamentary Standing Committee are salutary in some respects but take away flexibility in others and may not be beneficial to the growth of the nuclear power sector. An important and necessary but controversial change has been introduced through subterfuge which will be the flashpoint of the debate in the days to come.
